In Chicago during the third week of November 1932, Eliot Ness and his team act on an anonymous lead and storm a warehouse. Inside, they discover numerous crates packed with champagne bottles intended for New Year's festivities. Ness arrests the warehouse owner, Michel Viton, but he is soon released. Meanwhile, Birdie, a deaf-mute, escorts Viton to his employer, Edmund Wald, a bottle manufacturer who secretly provided the tip to Ness to eliminate his competition.
