The night before Judge Ryan is set to face a judicial review board, he is discovered dead on the street beneath his opulent hotel, an apparent suicide. Despite a note found in his pocket, Ness and the Untouchables remain skeptical. They uncover that the judge spent his final hours with a young woman named Sybil, a model affiliated with Cleo Paine, whose agency is rumored to operate as a high-end escort service. With every judge involved in a Capone case linked to one of Cleo's models, Ness suspects a deeper connection and initiates constant surveillance of Cleo's apartment. As he watches her from across the street, the newly divorced Ness can’t help but be captivated by her allure.
