Gordon is troubled by the possibility that Jonathan Crane has returned to Gotham, especially when a string of robberies bears the hallmark of The Scarecrow's tactics. Meanwhile, Penguin's attempt to regulate crime through his new Iceberg Lounge takes an unexpected turn during its lavish opening. Additionally, following his recent confrontation with Ra's Al Ghul, Bruce starts his journey as a vigilante, keeping a watchful eye over the city.
