Episode Overview

Stabler pairs up with a new partner to look into the sexual assault of sixteen-year-old Jessica DeLay, who had been involved in tobacco stings for the Department of Health. The investigation leads them to confront a pair of overweight siblings who allege that the attack was retaliation for Jessica and her friend Tommy Strahan having bullied their older brother, Rudi, because of his weight. Although Stabler and Blaine manage to arrest Jessica and Tommy, they are soon released due to insufficient evidence, prompting Rudi to seek his own form of retribution.
