Dr. Cherlotov, a scientist from an opposing nation, missed the chance to defect to the West when his wife did. He has recently created an affordable, efficient anti-ballistic system, prompting the IMF to get him out. However, they soon learn that Cherlotov has no desire to defect; he simply wants to appear loyal to his superiors and continue his life. The IMF manages to sneak in his wife, Karen. Rollin cleverly persuades Cherlotov's watcher and the security commissioner, Jankowski, to detain Cherlotov on suspicion. When Cherlotov discovers the fate of other dissenters, he decides to defect, but Jankowski sees through Rollin's ruse and attempts to apprehend everyone.
