After Milhouse relocates to Capitol City with his divorced mother, Bart discovers a surprising friendship with his sister, Lisa. Meanwhile, Homer resorts to panhandling in order to afford anniversary presents for Marge. Eventually, Milhouse makes a return, prompting Bart to rekindle his friendship with him.
