A cigarmaker is discovered brutally murdered in his shop, bound and mutilated with a chaveta, a specialized cigar-making tool. Horatio's investigation uncovers ties to an organization aiding Cuban refugees. Meanwhile, in a separate incident across the city, a young man, only 25, is shot dead while using an ATM. Strangely, the cash he withdrew remains untouched, suggesting that robbery is not the motive behind his killing.
