Gordon envisions Haven as a sanctuary for refugees, aiming to put an end to the gang violence plaguing Gotham. Meanwhile, Selina is resolute in her quest to track down Jeremiah and persuades Bruce to join her in the search. In the meantime, Penguin makes his way to Haven, intent on reclaiming his loyal followers.
