Kelly's fate with the police department hangs in the balance as he looks into the tragic shooting of an 18-month-old during a drive-by, which occurred while being driven by Duane Rollins. While most think it was a random incident, Kelly suspects that Rollins was the actual target. At the same time, Sipowicz discovers the body of a fellow officer and struggles to manage his obligations to Alcoholics Anonymous, all while navigating his complicated feelings for Sylvia Costas.
