Poot observes, “The world’s moving one way, while people are going the other.” Walker discovers Donut stealing cars and decides to give him a stern lesson. Meanwhile, Commissioner Burrell seeks counsel from Senator Davis. Little Kevin regrets his conversation with Marlo, and Herc feels remorse after ignoring Bubbles’ call. The Area Superintendent questions the effectiveness of Colvin and Parenti’s project class. Senator Davis tries to manipulate Carcetti, while Carver arrests Namond but manages to keep him out of juvenile detention. Burrell instructs the police to manipulate statistics with street sweeps, and Marlo spreads rumors that Randy is a snitch. Elena begins to see McNulty in a more mature light, and Chris Partlow along with Snoop set their sights on Bug’s father for Michael.
