The discovery of Karen Hall's body, an investigator for the State Attorney General's Office Criminal Division, in a river in Manhattan leads Detectives Briscoe and Green to uncover troubling details about her boss, Frank Conroy. Initially, Conroy dismissed her disappearance as an ordinary kidnapping from an Albany train station. However, as they dig deeper into his domineering relationships—with Karen, his wife, and a long-term girlfriend—he soon emerges as a prime suspect in her death.
