The boys design vehicles inspired by rutabagas after Candace is crowned as Rutabaga princess and given the honor of kicking off the "Running of the Chinchillas." Meanwhile, Doofenshmirtz hatches a scheme to transform himself into a genuine Kinderlumper in order to intimidate Roger into surrendering his grip on the Tri-State Area to him.
