Harm travels to Russia to assist in improving their military justice system, while Mac and Bud stay behind to prosecute a Naval commander accused of selling sensitive information to the Russians. In Russia, Harm delves into a web of high-level military corruption. Back home, Mac is close to securing a deal with the treacherous Naval officer when both he and his attorney are killed. As Mac and Webb investigate, they uncover the officer's connection to a Russian assassination scheme. Unfortunately, Mac's attempts to warn Harm go awry, leading to an ambush where a Russian reveals a life-altering secret to him.
