Senator Morejon jeopardizes the second phase of Elizabeth's U.S./Iran arms agreement by claiming that Iran used funds from the first phase to finance a recent bombing that resulted in the death of an American citizen. Meanwhile, Henry contemplates the prospect of stepping into the role of chairman for the newly established military ethics department at the National War College.
