Conrad Chandler, the orphaned heir to one of Palm City's founding families, seeks vengeance on the city that has shunned him, threatening to immobilize and dominate it. The Cape and Max warn Marty about the looming threat, but their efforts inadvertently backfire. Meanwhile, Secretary of Prisons Patrick Portman collaborates with Orwell in her quest to find Conrad. Through his enigmatic caregiver, Netta, Orwell uncovers Conrad's troubling history, putting her own safety at risk. In another storyline, Dana grows uneasy with her evolving social life.
