Chaos erupts on Tokyo's Rainbow Bridge as the stolen fighter helicopter, Gray Ghost, launches a surprise attack. Just 48 hours prior, the aircraft was taken by a group loyal to Yukihito Tsuge, who had attempted a coup in Tokyo over a decade ago. Keiji Gotoda, head of Special Vehicle Section 2, is determined to thwart the terrorists and restore order.
